Data Source and Calculation ICC/HFW services may be provided to youth who are in, or at risk of, out of home placements. This metric reflects the extent to which a locality is utilizing ICC/HFW services to maintain youth in, and/or to return youth to, family-based home placements. The measure is calculated by dividing the number of youth receiving ICC/HFW during the program year by the number of youth who are placed in residential settings during the program year. Youth placed in residential settings includes all youth who are reported as receiving services in service placement types of: residential treatment facility, group home, temporary care facility, and congregate educational services.
