Data Source and Calculation
Data are derived from the Virginia Department of Social Services' On-line Automated Services Information System (OASIS). The measure result is shown in the Virginia Child Welfare Outcome Report (VCWOR) application, specifically, on the Children's Services System Transformation Outcomes (CSSTO) report. It is calculated as the number of foster care youth in family-based placements divided by the total number of foster care youth in all placements. These placements include non-finalized adoptive homes, trial home visits, relative foster families, and non-relative foster families. Youth in privately run therapeutic foster homes are also included in this measure. For the purposes of reporting in VAPerforms, the last monthly data report in each fiscal quarter is run to obtain the quarterly measure rate.
