Governor’s designated high-poverty communities was defined as Norfolk City Public Schools, Petersburg City Public Schools, and Richmond City Public Schools. The measure was calculated by dividing the number of fully accredited schools in Norfolk, Petersburg, and Richmond by the total number of schools in Norfolk, Petersburg and Richmond to calculate a percentage.
