The Code of Virginia requires SCHEV to develop annually recommendations on system-wide budgetary matters (including student financial aid and public institutions' operations) and to transmit these recommendations to the Governor and General Assembly on or before November 1 each year. A successful development and on-time transmission of these recommendations is reflected here as a 1 (no recommendations or not on time = 0) to fit within the quantitative format of these performance measures.
