For each recipient of an ITQ grant, SCHEV and the U.S. Department of Education monitors its compliance with the federal grant program's reporting requirements. This measure is calculated as the annual rate (percentage) of grant recipients' compliance with that year's reporting requirements for the federal Improving Teacher Quality State Grant program, which seeks to increase the academic achievement of K-12 students by ensuring that all teachers are highly-qualified.
