The Department of Mines, Minerals and Energy (DMME), in conjunction with Virginia Clean Cities, a government-industry partnership, provides outreach, technical assistance and grant funding to participating government fleet managers.  DMME has also provided over $4 million to the VIrginia Alternative Fuel Conversion Fund.  Information is collected from fleet managers and the Virginia Clean Cities programs. Data on purchase history and vehicle type is evaluated to determine the annual percentage of alternative fueled vehicles in their fleets.
