Data Source and Calculation
The data source is the On-line Automated Services Information System (OASIS). This measure is reported monthly and represents the number of children who exit foster care for reasons of reunification with biological family, custody transfer to another relative, or adoption. The results are obtained from the VCWOR (Virginia Child Welfare Outcome Reports) utility ("Children's Services System Transformation Outcomes" report). The result is a rolling 12-month average reported at the end of the quarter.

Several strategies, including promoting use of family searches and placements, Custody Assistance, and ”child-specific recruitment” techniques by local departments of social services, will be implemented in FY 2013.
