Data Source and Calculation
The DOC has experienced per capita cost increases in 8 of the past 13 years. The average of the increases is 5.17%. Offender maintenance costs are continuously monitored for each correctional facility. At the end of each fiscal year a percapita cost is computed by dividing total operational costs by the average daily population. Year to year percapita costs will be analyzed to determine if increased costs are within the 5 percent requirement.
