Agency Description
This project is a 200,000 GSF addition to the east side of Harris Hall. It adds general purpose classrooms, class labs and related support
space to the Monroe Park Campus to replace space that will come off line with the demolition of the T. Edward Temple building and Oliver Hall
Physical Sciences Wing. It also expands the inventory of class laboratories and supplements student study and learning space on the
campus. It will be adjacent to VCU’s new iconic green space, which will highlight the university’s unique urban setting while serving as an
outdoor gathering place for both VCU and the community.
Justification
The need for additional instructional and class lab space is documented in the university's 2015 space needs analysis. This project builds upon
three of the six guiding principles in the ONE VCU Master Plan – student success, program synergies, and placemaking. It adds
interdisciplinary classrooms and class lab space, creating program synergy and accommodating growth in the science and math programs
within VCU’s College of Humanities and Sciences. Student success is enhanced by having adequate lab and classroom space to enable
students to take the classes and labs in the sequence needed to earn their degrees in a reasonable time.

Alternatives Considered

(1) Do Nothing. This does not respond to the university's need to replace two of its older buildings and expand math and science instructional
space. (2) Lease space. Leased laboratory space is difficult to find. Moreover, there is no leased space available in the immediate area or of
this size to meet the need. (3) New Construction. This is the recommended option.
Methodology
The University utilized the Department of General Services CR-1 Project Planner (copy attached) to develop the cost estimate for this project.
