During the course of executing the commonwealth's budget, the Code of Virginia grants the Governor the authority to make certain adjustments to agency budgets. Unpredicatable revenue collections, damaging storms and changes in federal policies are just a few of the events that may cause the Governor to take action to keep Virginia's budget balanced. This report shows all transfers between agencies by default. By clicking on Show Filter, you can choose to see all adjustments, even small adjustments an agency might make within a program.

Explanation of each column.

Agcy Cd: The official 3 digit code assigned to the agency.
Agency Name: The agencies formal name in Virginia's chart of accounts.
Adjustment: Entered by the agency or DPB to describe the adjustment.
Adjustment Type: There are about 20 types of adjustments. This type is used for reporting and helps determine what level of authority is required to make the adjustment. The Governor allows agencies to make some minor adjustments while others require his approval.
Request Number: An internal number assigned to uniquely identify an adjustment in the Performance Budgeting system.
Transfer Link Id: Each transfer between agencies require corresponding offsetting adjustments so the overall net equals 0. This field shows which adjustments are linked and were approved as a group.
Program Cd: Official 3 digit code assigned to a program in Virginia's chart of accounts. An adjustment may affect more than 1 program and you may see an adjustment listed multiple times if it affects multiple programs. If the adjustment is for a capital project, this field will be blank.
Program Title: Offical title for the program. If the adjustment is for a capital project this field will be blank.
Project Cd: Official 5 digit project code assigned to this project in Virginia's chart of accounts. If the adjustment is for an operating program this field will be blank.
Project Title: Official 5 digit project code assigned to this project in Virginia's chart of accounts. If the adjustment is for an operating program this field will be blank.
Project Title: Official title given to this project. If the adjustment is for an operating program this field will be blank.
Total Amount: The total dollar amount this adjustment amends the program or project specified.
Date Sent to Cardinal: This field indicates the date this adjustment was approved and transmitted to Virgia's accounting system.

Types of Adjustments

All Adjustments - There are about 20 types of adjustments as displayed in teh Adjustment Type column. This choice selects all of them.
Transfers Between Agencies - This option satisfies DPB's requirement to producce a report showing all Inter-agency transfers for the Money Committees. There are about 6 adjustment types that are used to show transfers. This option shows those types where the transfer of money is from one agency to another.
Legislative Adjustments - When the General Assembly make budget changes to the current fiscal year, those changes are executed using budget exectuion adjustments of type "D - Amended Legislative Appropriation".
Nongeneral Fund Cash Balance - This option shows all Type = "E - Nongeneral Fund Cash Balance. Agencies can request that any or all unexpended nongeneral fund cash remaining at the end of the prior fiscal year be reappropriated in the current fiscal year as long as it does not exceed the prior year cash balance.

You can open the "Filter" and choose to all report options including the ability to change the time period.
Try typing in a short string like "health" in the agency name filter and resubmitting the report. You will get any agency that has that string anywhere in the title. All the column filters work this way.
