Data Source and Calculation
Establish and maintain statewide interoperability communications in support of disaster response and contingency operations. It is imperative that DMA is able to communicate with other state agencies and local responders during emergency or contingency operations as directed by the Governor of Virginia. Function of number of communication systems: availability and actual operational readiness of those systems. Systems are internet (Data), Commercial Landline (Voice), Statewide Agencies Radio System (Secure Voice) during emergency/contingency operations. Each of the three components represents 33% to equal a total of 99%. Performance expectations for communications are traditionally at a 99% level due to its importance to command and control and utilization during disaster response. 201475.00DMA will not reach the required short-term target without additional funding from the Appropriation Act. DMA continues to seek the STARS radio system for its operational need in a National Guard Civil Support (NGCS) environment. In 2013 the STARS Management Group (the Superintendent of State Police, the Department of Military Affairs, and the Department of Planning and Budget (DPB) ) validated DMA’s need to purchase 3.8 million dollars of STARS equipment. Pursuant to the FY 15 biennial budget, DMA received authorization to enter into the state’s master equipment lease program and purchase 1.6 million dollars worth of STARS equipment. The FY 15 biennial budget also directed the STARS Management Group re-validate DMA’s need for STARS radios. The STARS Management Group met in August 2014 and determined DMA still needs 2.2 million dollars worth of STARS radios. This will satisfy DMA’s operational need.
