Also, the Rail Enhancement Fund cost benefit analysis model (which the RPF follows) was updated this year and a new average number of trucks per railcar was calculated on the average weight and commodity type of goods traveling by rail in Virginia. In prior years we used the industry standard of 4 trucks per rail car, we now use 3.4 trucks per rail car.
