Data Source and Calculation
The rate is calculated by dividing the number of serious aggressive incidents (i.e., Level I and II assaults and fights) for each fiscal year by the juvenile correctional center (JCC) average daily population (ADP) for each fiscal year. This produces a rate of serious aggressive incidents per resident. This rate is multiplied by 100 for the rate of serious aggressive incidents per 100 residents. Due to the decline in JCC ADP (688 in FY 2013 to 216 in FY 2018) and the relatively small counts of serious incidents per year, achieving a decrease in these rates is difficult. Incident definitions changed slightly in May 2018.
