Data Source and Calculation

Data sources include monthly client-level TANF data from the Application Benefit Delivery Automation Program (ADAPT) and employment/wage data from the Virginia Employment Commission (VEC). The cohort are former TANF participants (single parents) who exited at any point during the previous state fiscal year. The cohort is restricted to adult heads of households who were required to participate in the TANF employment services program (VIEW, or Virginia Initiative for Employment Not Welfare) in the last quarter before exiting TANF. The cohort is followed two consecutive quarters after exit from the program. For the purposes of matching TANF and VEC data, only participants with valid social security numbers are included in the analysis. The number of former TANF VIEW participants who are gainfully employed in the second quarter after exiting the program is divided by the total number of TANF VIEW-mandatory participants exiting TANF. "Gainfully employed” is defined as having employment wage data reported to the VEC.  Due to a six-month time lag in receiving current wage data from VEC, the result is typically reported after the end of the state fiscal year.
